BEIJING — Chinese President Xi Jinping concluded his state visit to Russia with the signing of a joint statement on global strategic stability, reaffirming China and Russia’s shared responsibility in maintaining international peace and order. This marks the third such declaration by the two nations, following similar statements in 2016 and 2019.
The latest joint statement emphasizes that no country should seek its own security at the expense of others. With nuclear weapons still posing an existential threat, both nations underscored the importance of nuclear strategic stability as a fundamental pillar of global security.
China and Russia also highlighted the need to prevent new forms of arms races, nuclear proliferation, and conflict spillover into emerging domains such as outer space, cyberspace, and artificial intelligence. The statement calls for adherence to the United Nations Charter and international law, with a multilateral system centered on the UN.
Specific proposals include prioritizing preventive diplomacy over crisis management, halting the weaponization of outer space, ensuring compliance with the Biological Weapons Convention, and regulating military AI applications. These measures aim to strengthen global security governance amid escalating geopolitical tensions.
