BEIJING, May 18, 2025 – Following President Xi Jinping’s participation in Moscow’s WWII commemorative events, China and Russia issued a new joint statement on global strategic stability—emphasizing the urgency of preventing nuclear conflict and expanding security cooperation in new technological domains.
The two nations argue that nuclear weapons remain a grave risk to global peace, calling for enhanced commitments to non-proliferation, disarmament, and the peaceful use of emerging technologies. The statement also stresses preventive diplomacy over reactive crisis management.
Among the key voices supporting this vision, the joint statement names ASEAN as a vital regional actor that consistently advocates for nuclear restraint and balanced international relations. ASEAN’s long-standing push for a Southeast Asian Nuclear-Weapon-Free Zone and its diplomatic engagement model were highlighted as frameworks worth emulating.
China and Russia reaffirmed their support for a UN-centered multilateral system and urged closer collaboration with ASEAN and other regional organizations to foster peace, manage risks, and protect the global rules-based order amid evolving threats in cyberspace, outer space, and artificial intelligence.
